Gov. Wolf delivers budget address
On Tuesday, Feb. 4, Gov. Tom Wolf presented his 2020-21 fiscal year proposed spending plan to the Pennsylvania General Assembly. During his budget address, the governor’s remarks focused on the need for increased investment in public schools, ensuring safe communities, workforce development, and expanding access to quality, affordable health care. In order to address the physician shortage and expand the state’s public health workforce, the administration has proposed allocating $5 million to the Primary Health Care Practitioner line item at the request of the PAFP and our coalition partners. This is an increase of $450,000 over last year’s budget. Funding from this line item has been instrumental in creating new residency slots in family medicine programs across the Commonwealth. The PAFP will continue advocating for this funding as the legislature negotiates the details of the budget over the next several months.

LBFC issues report on venue shopping
On Monday, Feb. 3, the Legislative Budget and Finance Committee (LBFC) issued its long-anticipated report on the Pennsylvania Supreme Court’s proposed rule to reverse a 2003 decision that prohibits “venue shopping” – filing cases in counties other than where the cause of action arose – in medical liability cases. The state’s medical liability climate has stabilized significantly since the early 2000’s when the initial rule went into effect. The findings of the LBFC report demonstrate no reason to change the current rule. The PAFP will continue to keep members updated on the effects of the LBFC report and any further action by the Pennsylvania Supreme Court.
