Pa. budget impasse reaching critical stage
Pennsylvania’s unprecedented budget situation comprises a spending plan Gov. Tom Wolf allowed to become law without his signature, no fiscal code addressing revenue derivation, and a $2.2 billion deficit. The Senate and governor agree on borrowing $1.3 billion in future proceeds from the tobacco settlement, utility taxes, expanded gambling, and JUA funds. The House has not yet acted; the Commonwealth has been operating on loans from the treasury. The state’s treasurer may not release funds for another loan, leading to a spending freeze and likely drop in Pennsylvania’s credit rating. House members remain on six-hour call to return to Harrisburg.
