Legality of ACA Subsidies Takes Center Stage
With the July 22 D.C. Circuit Court of Appeals ruling that the statutory language of the Affordable Care Act does not allow subsidies to consumers utilizing the federal exchange, the troubled road of the ACA enters another phase – possibly back to the U.S. Supreme Court. At issue, once again, is wording of the 2,400-page statute. The Obama administration has promulgated thousands of rules and regulations to interpret and implement the ACA, including on this issue, through expanding an IRS rule, to which the court took exception. Look for a detailed analysis in the upcoming Keystone Physician.

2014 ACA Primary Care Fee Schedule Released
On July 7, 2014, the Pennsylvania Dept. of Public Welfare (DPW) issued the 2014 enhanced rates for specified primary care services. Some 2014 rates came in slightly lower than the 2013 rates. Please note, previously paid claims in 2014 had been paid at the 2013 rate. On a weekly basis, the department will identity physicians who attested to qualify for the 2014 Affordable Care Act enhanced fees and previously paid claims will be adjusted using the current fee pricing schedule. For more information, contact Tracy Koval at tkoval@pafp.com or call (717) 635-7589.

Quality Improvement
PAFP's Quality Initiatives Projects Focus on Data |
The PAFP Foundation's Quality Improvement projects consist of primary care community and patient-centered medical home interventions, focusing on the Chronic Care Model. These interventions include support services such as data support, facilitated by the PAFP’s Data Diamond system. It currently provides the ability to process patient-level data, through its registry component, and practice data which is reported on according to various intervention needs. These reports can then be used to determine the impact of those interventions on practice efficacy and patient health. For more information about Data Diamond, please check out the Data Diamond: Live Webcast Demonstration webpage.

Jefferson Students Win Exciting Mini-Grant |
“Despite their differences in training, the students share a few important things: frustration with the current health care system, compassion for those with unmet health care needs and a strong belief that they can affect change,” said Brook Salzman, MD, faculty adviser.
