Speaker Bios

		Karen Murphy, RN, PhD - Secretary, PA Department of Health
		Karen Murphy is the Secretary of Health in Pennsylvania. Dr. Murphy has extensive knowledge of the health care industry and is a proven executive who has demonstrated her ability to lead complex organizations and initiatives in both the public and private sectors. Prior to assuming her role in Governor Wolf’s cabinet Secretary Murphy served as Director of the State Innovation Models Initiative, a $900 million investment by the Center for Medicare and Medicaid Innovation aimed at accelerating health care innovation across the nation. Secretary Murphy has an extensive career in healthcare administration. She was the former President and Chief Executive Officer of the Moses Taylor Health Care System.  Prior to becoming CEO of Moses Taylor Health Care System, Dr. Murphy served in various roles in health care administration. As founder and Chief Executive Officer of Physicians Health Alliance, Inc. (PHA), Secretary Murphy led an integrated medical group practice within Moses Taylor Health Care System.     Secretary Murphy currently serves as a Clinical Faculty Member in the Medicine Department at The Commonwealth Medical College.  Dr. Murphy earned her Doctor of Philosophy in Business Administration from Temple University’s Fox School of Business, a Master of Business Administration from Marywood University, a Bachelor of Science from the University of Scranton, and a diploma as a registered nurse from the Scranton State Hospital School of Nursing. She is an author and national speaker on health policy and health care innovation.
		Wanda Filer, MD, MBA, FAAFP
		Dr. Filer, a family physician in York, Pennsylvania, is board chair of the American Academy of Family Physicians. Previously, she served one-year terms as president and president-elect, and three years as a member of the AAFP Board of Directors. The AAFP represents 124,900 physicians and medical students nationwide. As board chair of the AAFP, Filer advocates on behalf of family physicians and patients to inspire positive change in the U.S. health care system. Filer has been a practicing family physician for more than 25 years. She is the founder and president of the Strategic Health Institute in York, a health care consulting firm dedicated to building awareness of today’s health issues and the need for change. In addition, Filer is a family physician at Family First Health, a federally qualified health center in York and Adams Counties. She also served six years as the associate program director at the York Hospital Family Practice Residency Program.
		Leesa Allen
		Ms. Allen was recently appointed the Deputy Secretary for the Pennsylvania Department of Human Service’s Office of Medical Assistance Programs.  In this role, Ms. Allen provides executive leadership for Pennsylvania’s $29 billion Medical Assistance Program.  Ms. Allen previously held the position of Executive Medicaid Director and provided leadership and consultation to the DHS Secretary regarding strategic planning, policy formulation and implementation, and ongoing evaluation of operations to improve system design, program management, cost containment and the financial integrity of the Medicaid Program.   Ms. Allen has also held numerous positions within the Office of Medical Assistance Programs including Chief of Staff, Director of the Bureau of Policy, Analysis and Planning; Director of the Division of Regulatory and Program Management; and Chief of Managed Care Policy.   Ms. Allen began her 20+ year career with the Commonwealth of Pennsylvania as a Policy Specialist in the Office of Children, Youth and Families, where she focused on Medicaid, Titles IV-B and IV-E, and child support issues.  She had previously worked as a children and youth case worker for Butler and York Counties. Ms. Allen holds a Bachelor of Arts Degree in English with a minor in Political Science from Chatham University in Pittsburgh and holds a Corporate Law Paralegal Certificate from Duquesne University in Pittsburgh.
		Theodore G. Otto, III
		Mr. Otto has served as the Executive Director at the Mcare Fund since 2014.  Prior to assuming this position, he was Vice President and General Counsel at PMSLIC Insurance Company for over 20 years.  During his tenure at PMSLIC he participated in the drafting of Act 135 of 1996 (CAT Fund Reform) and Act 13 of 2002 (Mcare Act).  In 2006 he served as an Advisory Committee member of the Pennsylvania Commission on the Mcare Fund.  Mr. Otto received his Juris Doctor from the Dickinson School of Law and a Bachelors of Arts in Political Science and Sociology from the University of Delaware.  He has achieved the Chartered Property and Casualty Underwriter, Associate in Risk Management and Associate in Reinsurance designations.
		Beth C. Persun
		Ms. Persun has served as the Director of Claims Administration at the Mcare Fund since  2002. Prior to assuming this position, she provided consulting services to the Pennsylvania Insurance Department regarding Mcare and the anticipated transfer of claims services to a third party contractor under the provisions of Act 13 of 2002. Ms. Persun has extensive claims management experience with prior positions at Phico, Aetna, and GAB Business Services, Inc. She has planned and implemented a wide variety of specialized claims programs on a national and regional basis for large health care systems. While at Phico, she was responsible for management of the eastern regional claim office and several other regional claim offices throughout the country. She also served in a leadership role in design of a claims information system rebuilding and coding system. During her time at Aetna, she was responsible for catastrophic claims, including toxic tort litigation and CERCLA actions. She received her BA from Lycoming College and MBA in Health Administration from Eastern University. She is a member of ACHE, ASHRM and involved in mentorship projects at Lycoming College, CPAFE and the Insurance Department. She has addressed insurers, health systems, and various group conferences; and is a presenter/panelist at continuing legal education seminars on topics regarding medical malpractice claims in Pennsylvania.
